Key change: Directly in front of the master of loading Declaration
An important element of the new process is the correct announcement of whether transport is transmitted under a direct bill or a master’s bill:
- Direct Billing – Normally issued by Airlines to useful cargo owners (BCOS), where no bill has been issued or integrated.
- Master Bill of Lading – where an immigrant or framework of an HBL is required. In such cases, the transferor must obtain a 7 -digit MPCI code from the NAIC after registration and insert it by sending them.
In practice, if an HBL immigrant sends, they must ensure that the corresponding MPCI code is registered with NAIC or valid service provider. Transport lines are not allowed to provide HBL data to customers.

Transport Instructions (SI) must now be sent up to 72 hours before the estimated ship (ETD) from the compatibility load port.

Losing this deadline has serious consequences:
- The cargo may be returned to the origin, rotated to the next ship, or diverted at the cost of the customer.

Mandatory information is required
To ensure adaptation, SI submissions must include extensive data background beyond the standard loading bill. These include:
