WASHINGTON — Efforts to remove illegal and substandard electronic recording devices from the government’s list of approved devices are up 62 percent year-to-date, according to federal data.
The Federal Motor Vehicle Safety Administration on Monday announced the cancellation of three ELD devices from Pioneer Safety Solutions LLC, Black Bear ELD and Rollingtrans, bringing the total number of ELD cancellations in 2024 to 34, compared to 21 devices canceled in 2024.
“If an ELD doesn’t meet federal requirements, it’s out of service — plain and simple,” FMCSA Administrator Derek Barz said in a press release announcing the latest cancellations. We will continue to make transparent and fair decisions that put safety first and support everyone who shares America’s roads.

The latest revocation comes a week after FMCSA announced it would revamp its ELD review process to help eliminate non-compliant equipment used to record truck drivers’ hours of service (HOS).
According to the agency, loopholes in the previous system made it easier to register non-standard devices or re-register canceled devices, leading to frequent cancellations and “costly and inappropriate replacements” for motor carriers.
Operators have up to 60 days to replace revoked ELDs, during which time they must revert to paper logs or logging software to record HOS data.
For the three devices announced Monday, carriers who use them must replace them with compatible ELDs from a list of registered devices by February 7, 2026. Until then, FMCSA is encouraging safety officials not to cite drivers using revoked ELDs, but instead to ask the driver for paper logs or logging software.
FMCSA stated, “Beginning February 7, 2026, motor carriers that continue to use the revoked devices … will operate without an ELD.” “Safety officials who encounter a driver using a revoked device on or after Feb. 7 must … remove the driver from service.
FMCSA will reinstate ELDs if the company can correct the device’s deficiencies, but reinstatement is not common.
